Peter Vallone, Sr. is a New Yorker that truly needs no introduction. As the New York Times stated, "there have always been intensely political families in New York City, like the Cuomos, the Wagners and the Vallones." Peter F. Vallone served as Speaker of the New York City Council from 1986 through 2001 and represented the 22nd Councilmanic District in Queens since 1974. Peter was the Democratic nominee for Governor in 1998 and a candidate for Mayor in 2001. As Speaker, Peter was the City's top legislator and was responsible for making the City Council an equal partner in New York City government. Peter's ability to reach all levels of New York City, State and Federal government is unparalleled, and his vast experience results in the achievement of short and long term goals for C&V clients.
Through his leadership as Speaker, the Board of Estimate was eliminated, thereby bringing the budget, land use and zoning under City Council purview. Peter's "Safe Streets — Safe City" rebuilt the police force from 26,000 to 41,000 officers and resulted in the lowest crime rates since the 1960's. Peter is a graduate of Fordham University and Fordham Law School. Peter currently lectures at Baruch School of Public Affairs and is the author of "Learning to Govern: My Life in New York Politics, From Hell Gate to City Hall" as well as "God Came Home with Me."
Tony is an experienced finance professional, specializing in Business Development, Corporate/International Finance, Fundraising and Government Relations. From 1971 through 1990, Tony served as corporate finance manager for a worldwide manufacturer of leisure and construction products, Treasurer of a $4 Billion international finance company and helped establish the small business lending division of one of the World's largest banks. Tony has served as Treasurer to New York City Council, Mayoral and New York State Gubernatorial campaigns. Since 1990, Tony has been a senior consultant to an array of industries including: banking, computer services, construction, cruise lines, entertainment, energy, food services, healthcare, real estate, labor, education, manufacturing, money management, non-profits, port development, and waste management. Tony's dual experience in business and government relations allows him to develop strategies for clients that are sophisticated road maps for success. Tony graduated from Rutgers University with a BA in economics and earned an MBA in finance from Rutgers Graduate School of Business Administration.
Anthony began his legal career at the firm of WilmerHale where he specialized in corporate finance and securities law. Anthony joined C&V in 2004 and is currently a Senior Vice President, where he is responsible for client management and business development. Anthony's intelligent and pragmatic approach to political and legal issues provides day to day tactical support for clients that is integral to the achievement of their long-term goals. Anthony has developed and executed strategies that have resulted in land use rezoning, amendments to the Administrative Code of the City of New York, and the promulgation and passage of New York City and New York State laws. Anthony earned a Juris Doctor from Fordham University School of Law and is admitted to the New York and New Jersey Bars. Anthony is also General Counsel to e-taly Vacations, a boutique international tour company, specializing in Italy. In September of 2011, Anthony was selected to City Hall's Annual list of 40 Rising Stars Under 40.
Perry is a licensed attorney in New York and New Jersey with a distinguished background in real estate and land use. Perry began his career in the Real Estate Department of one of the premier law firms in New Jersey — Greenbaum, Rowe and Smith. With this foundation, Perry later went in-house with K. Hovnanian Homes — the #1 homebuilder in New Jersey and a consistent top ten ranked home builder nationally. Over the course of 15 successful years with K. Hovnanian, Perry performed numerous roles (including Area Counsel, Community Manager and Land Acquisition Manager) and was a consistent leader in developing strategies to achieve land use milestones, exceed business plans and obtain the highest customer satisfaction ratings. Since joining his father at C&V as a Senior Vice President in 2008, Perry has spear-headed several successful stimulus-related initiatives on the federal level, including the temporary extension of the carry-back period for net operating losses from 2 to 5 years and the enactment of a home buyer credit. Perry has also helped C&V's non-profit clients address economy driven funding cuts by securing federal appropriation funding. A cornerstone of Perry's success is his ability to develop trust and relationships with government officials, business partners and community groups, and his experience enables him to provide unique insights and value to C&V's clients.
As Senior Associate, Keith Powers brings a blend of political, government, and public relations experience to Constantinople & Vallone Consulting. Prior to joining C&V, Keith served as Chief of Staff in the New York State Assembly and campaign manager for political campaigns in New York and Chicago. Keith's experience in City and State politics includes crafting over a dozen State laws, press coverage in major outlets including The New York Times and Wall Street Journal, and winning numerous State campaigns. Keith graduated from the University of Dayton with a B.A. in Political Science and is completing an M.A. in Political Science at the CUNY Graduate Center. Keith Powers is a lifelong resident of New York City.
Melissa Rusinek is the Executive Assistant at Constantinople & Vallone Consulting. Melissa is a graduate from CUNY Baruch College, where she received her Bachelor's degree in Public Affairs. She brings a unique and fresh insight to C&V Consulting, having studied public policy under laudable political figures such as Mario Cuomo and Ned Regan. Before her current position, she interned with U.S. Senator Charles E. Schumer, and former City Council Member David Yassky, now Commissioner of the Taxi and Limousine Commission. Melissa grew up on Long Island and has a deep seated love for Manhattan and New York City politics.
Kevin was born and raised in Austin and graduated with a B.A. from the University of Texas. He began his political career as a messenger and worked his way up to become the Legislative Director for a state house member. Kevin's intense interest in state and local policy led to a position with the American Bankers Association where he tracked and analyzed legislation with an eye for its impact on their members. In other positions with medical associations Kevin also developed engagement strategies with doctors and mission-aligned organizations to shape public policy around the country. Kevin has also worked in a variety of roles that include consulting, communications and political campaigns.
Bob currently serves on the Board of Directors for the Bronx Overall Development Corporation (SOBRO) and the Board of Advisors for Mesa Energy Holdings. Bob served as Deputy Commissioner of the New York City Department of Environmental Protection for former mayor, Rudy Giuliani. As chairman of the Local Emergency Planning Committee, Bob was responsible for directing all environmental, chemical, biological, and radiological initiatives in conjunction with New York City, New York State and several Federal agencies. Bob was Mayor Bloomberg's point person with the White House the "Blue Ribbon Panel of Experts." After the tragedies of 9/11, he received the highest classified clearance granted in the United States. In addition, he played a vital part in passing many local laws and he rewrote the City's noise code law in 2004. Bob is a seasoned business professional who brings extensive experience across a broad spectrum of environmental and security issues important to Constantinople and Vallone's client base. Today, Bob can be found at Four Bridges Consulting Services as its sole proprietor, representing various entities including the Environmental Contractors Association of New York (ECA) as both an advisor and consultant.
Tony's 40 year career in urban economic development and transportation in both government and public sectors brings vast expertise to Constantinople and Vallone clients. Some of his many accomplishments include the transformation of the South Bronx Penn Central Rail Yards into a state-of-the-art rail terminal and industrial park and represents one of the largest private industrial developments in New York City's recent history. This facility now houses brands such as the New York Post colorized printing plant, a major FedEx Distribution center, as well as the showcase transfer station for Waste Management of North America. Tony has also served in the City government under the four Mayoral administrations from John Lindsay to David Dinkins. Mayor Ed Koch appointed Tony the Commissioner of Ports International Trade and Commerce. As Director of Research and Policy for the Mayor's Office of Economic Development, he proposed the City's first Economic Development Tax Incentive Program (ICIP), as well as the template for the Economic Development Corporation. As Director of the Mayors Office of Rail Freight Development he created the City's strategic Rail Freight Plan. As Commissioner of the City's Department of Ports International Trade and Commerce he developed the City's successful Cocoa Port in Brooklyn. Today, he serves as a Chairman of the South Bronx Overall Economic Development Corporation, a leading force in commercial, industrial and housing development in the Bronx.
